O.J. Keiper was born on a farm near Palo, Iowa in Linn County on February 25, 1909. The youngest of 14 children, he attended Concordia College in Milwaukee, Wisconsin and graduated from Concordia Seminary in St. Louis, Missouri with a diploma in Theology.
